摘要
OFDI逆向技术溢出为同行业的异质性制造业企业带来了技术升级的新机遇和新选择。制造业OFDI企业是选择单打独斗创新还是合作共赢创新,政府行为会给企业决策选择带来何种影响,为此,文章通过引入逆向技术溢出系数和协同系数等参数,构建考虑政府行为的同行业异质性制造业企业合作共赢与单打独斗创新的演化博弈模型,研究不同情境下三方主体的策略选择问题。结果显示:政府、OFDI企业和未参与OFDI企业受彼此初始意愿影响的程度不同;逆向技术溢出系数越高,企业策略选择收敛于合作共赢创新的速度反而越慢;协同系数对演化路径的影响呈现出显著的门槛效应;当两者同时变化时,相比协同系数,三方策略选择对逆向技术溢出系数更敏感;可控的监管成本是政府参与的前提,过高的监管成本会降低政府的参与积极性,最终导致企业合作共赢创新的意愿下降。
OFDI reverse technology spillover brings new opportunities and choices for technology upgrading to heteroge⁃neous manufacturing enterprises in the same industry.Whether manufacturing OFDI enterprises choose to innovate alone or in a win-win way,and what kind of impact the government′s behavior will have on the decision-making choices of en⁃terprises.Therefore,this paper introduces parameters such as reverse technology spillover coefficient and collaboration co⁃efficient,constructs an evolutionary game model of win-win cooperation innovation and fighting alone in heterogeneous manufacturing enterprises in the same industry,taking into account the government′s behavior,and studies the strategic choice of the three parties in different situations.The results show that the government,OFDI enterprises,and non OFDI enterprises are affected by each other′s initial intentions to different degrees;the higher the reverse technology spillover coefficient is,the slower the enterprise′s strategy choice converges to win-win innovation;the influence of synergetic coef⁃ficient on the evolutionary path shows a significant threshold effect;when they change at the same time,the tripartite strat⁃egy choice is more sensitive to reverse technology spillover coefficient than to synergy coefficient;controllable supervision cost is the premise of government participation.Excessive supervision cost will reduce the enthusiasm of government par⁃ticipation,and ultimately lead to a decline in the willingness of enterprises to cooperate and innovate for win-win results.
