大规模海上风电接入电网关键技术与技术标准的研究及应用 被引量:41

Research and Application of Key Technologies and Technical Standards for Large-scale Offshore Wind Farms Connecting to Power Grid

摘要 编制科学合理的新能源并网标准、建立完善的技术标准体系对于进一步推动我国新能源开发利用,实现“碳达峰碳中和”目标起着关键性作用,是促进新能源产业发展的核心基础要素之一。在双碳目标下,以风电、光伏为主的新能源在电力系统中的地位和重要性重新被认识,尤其是海上风电凭借自身优势逐渐成为实现能源转型的重要方面。该文首先介绍了海上风电并网工程及其面临的技术挑战,概括了海上风电并网领域相关的标准化工作情况,从交流并网与直流并网等角度,以标准化为主线,阐述了海上风电并网工程规划设计、试验检测、并网控制等方面的关键技术及标准开发应用情况,最后展望和研判了海上风电并网未来技术发展趋势,并对海上风电并网标准进行全面探讨。大规模海上风电接入电网的系列标准将为我国海上风电并网安全运行提供切实的技术保障。 The development of the technical standards and the establishment of a standards system of grid integration of renewable energy will play a important role in promoting the utilization of renewable energy and achieving the goal of"Carbon Peak and Carbon Neutrality"in China.The standards system is one of core basic elements facilitating the development of renewable energy industry.On the path to an carbon neutrality goal,the status and importance of renewable energy represented by wind power and photovoltaic in the power system have been recognized,especially offshore wind power has gradually become an important aspect in promoting energy transformation with its own advantages.Firstly,the characteristics and technical challenges of offshore wind power grid integration project in the field has been introduced and the standardization process has been summarized.From the perspective of AC grid connection and DC grid connection,taking standardization as the main line,this paper elaborates the key technologies and standardization development and application of planning and design,test and detection,grid connection control of offshore wind power.Finally,the future technology development trend and standardization activities of offshore wind power grid integration are prospected.The discussion and research on the standardization of offshore wind power grid integration will provide strong guarantee and support for scientific and reasonable grid integration standard system and the operation of power grid safely.
