摘要
随着我国经济快速发展,国际交流日益频繁,诱发公共卫生事件的因素不断增加,防范口岸传染病输入的难度加大,口岸突发公共卫生事件应急管理能力建设成为当务之急。厦门是东南沿海重要的商贸、交通口岸城市,对其突发公共卫生事件应急管理的研究对于其它口岸城市有较好的借鉴意义。本文通过文献分析、实地访谈、问卷调查等方法,充分结合厦门口岸城市特点,综合分析厦门口岸突发公共卫生事件应急管理的现状与困境,从宏观制度、微观执行、应急保障、海关能力提升等方面提出加强口岸突发公共卫生事件应急管理能力建设的有效对策。
With the rapid development of China’s economy and the increasing frequency of international exchanges,the factors that induce public health incidents continue to increase,and it is increasingly difficult to prevent the import of infectious diseases at ports,making the construction of emergency management capabilities for emergency public health incidents at ports a top priority.Xiamen is an important commercial and transportation port city along the southeast coast.Therefore,research on its emergency management of public health emergencies provides a good reference for other port cities.Through literature analysis,on-site interviews,questionnaire surveys and other methods,and by fully combining the urban characteristics of Xiamen Port,this paper comprehensively analyzes the current situation and dilemmas of emergency management of public health emergencies at Xiamen Port.On this basis,effective countermeasures to improve the emergency management capabilities of public health emergencies at ports are put forward in detail from perspectives of macro-system,micro-implementation,emergency protection level and customs capability improvement.
