摘要
科技创新是综合国力的关键支撑,而科技创新政策是推动科技创新发展的系统指引和制度保障。本文以1978—2021年的44篇中央政府工作报告为样本,基于扎根理论和内容分析法,对不同阶段的科技创新政策的文本内容和特征词进行梳理,并通过语义网络分析揭示科技创新政策的政府注意力演变趋势和特征,研究发现中央政府科技创新政策注意力转变的三个特点以及演变的逻辑与趋势。最后,从科技创新政策的顶层设计和政府注意力的变化趋势着手,提出科技创新政策政府注意力分配的政策启示。
Scientific and technological innovation is the key support for comprehensive national strength.Scientific and technological innovation policy is the systematic guidance and institutional guarantee for promoting the development of scientific and technological innovation.44 central government work reports were used from 1978 to 2021 as a sample.Based on grounded theory and content analysis,the text content and characteristic words of Chinese scientific and technological innovation policies were sorted out at different stages,and through semantic network analysis to reveal the evolution trend and characteristics of the government s attention to scientific and technological innovation policies.The result found three characteristics of the central government s attention shift in scientific and technological innovation policies,as well as the logic and trends of the evolution.Finally,starting from the top-level design of the scientific and technological innovation policy and the changing trend of government attention,it puts forward the policy enlightenment of the government attention distribution of the scientific and technological innovation policy.
