摘要
“重商主义”(mercantilism)标签如今在国内外俯拾皆是,但关于重商主义内涵的争论依旧悬而未决。本文以“历史标签-学说起源-内涵分析”为线索,对“何为重商主义经济思想”这一问题进行探讨。在经济思想史的视域下,重商主义的理论内涵具有广泛性和层次性的特点,需要从经济哲学、经济分析与经济政策性原则三方面进行考察。根据重商主义在分析、处理经济问题时所表现出来的政策导向与维护国家利益的第一立场,本文认为:重商主义本质上是一种基于朴素的财富观与狭隘的零和博弈观的经济民族主义;重商主义实际上是在如何实现国家富强,尤其是如何积累金银的主题下,分析了财富的性质与源泉等经济学问题,并先后提出了重金、重商与重工等一系列政策主张。关于重商主义经济思想内涵的研究,不仅有助于我们认清重商主义的真实面目,重塑其在经济思想史中的地位,而且对我国取其精华、去其糟粕,积极应对别国的“重商主义”指责具有重要的借鉴意义。
The label"Mercantilism"is now hoisted at home and abroad,but the debate about what it means remains unresolved.This paper discusses the question of"what is mercantilism"along the line of u historical label,theory origin and connotation analysis".From the perspective of the history of economic thought,the connotation of mercantilism is extensive,inclusive and hierarchical.The connotation of mercantilism is fully reflected in the ideology of mercantilist,the choice and expression of concepts in economic analysis and the choice of policy suggestions.In general,mercantilism is a self-interested,even beggar-thy-neighbor economic nationalism based on a naive view of wealth and a narrow view of zero-sum game.Mercantilism actually explores the problem of the nature and source of wealth under the theme of how to achieve national prosperity and accumulation of gold and silver.Mercantilism emphasizes on gold and silver,commerce and industry and puts forward specific proposals such as stabilizing currency value and exchange rate,implementing import substitution and protective tariffs for domestic manufactured goods.The research on the connotation of mercantilism not only helps us to recognize the true face of mercantilism and reshape its position in the history of economic thought,but also has important reference significance for China to actively respond to the criticism of"mercantilism"from other countries,maintain strategic focus,safeguard national interests and national economic security.
