摘要
随着社会经济的发展,耕地“非粮化”现象日益普遍,主要表现为:经济作物用地增加、粮食生产用地减少;产业融合发展减少粮食播种面积;土地撂荒闲置或用于“非农”建设。耕地“非粮化”原因多样,生产者层面包括粮食作物收益较低、土地流转租金逐步提高、农民从事“非农”行业机会增多;消费者层面包括饮食结构变化、休闲需求增强;政府层面包括执行政策的认知偏差、法律制度不够健全、补贴政策有待优化。建议采取以下对策防止耕地“非粮化”:优化补贴政策,提高农民种粮积极性;严格耕地管理,优化粮食生产条件;完善产业链条,提高粮食种植收益;树立科学理念,增强耕地保护意识;压实主体责任,加大违规处罚力度。
With the development of social economy,the phenomenon of“non-grainization”of arable land has become increasingly common.It is manifested in the increase in land for cash crops,the reduction of land for grain production,the integration and development of industries that indirectly affect the grain-sown area,and the land left idle or used for“non-agricultural”construction.The reasons for the“non-grainization”of arable land are diverse,including lower returns on food crops,progressive increases in turnover rents and increased opportunities of“non-farm”employment for farmers at the producer level,and changes in dietary structure and increased leisure demand at the consumer level.At the government level,there are cognitive deviations in the implementation of policies;the legal system is not sound enough;the subsidy policies need to be improved.To prevent the“non-grainization”of arable land,it is necessary to optimize the subsidy policy to enhance the enthusiasm of peasant households in growing grain,strictly manage arable land and optimize the conditions for grain production.We should also improve the industrial chain and the income from grain planting,establish scientific concepts and enhance the awareness of farmland protection,consolidate the main responsibility and increase the punishment for violations.
