摘要
目的总结分析泸州市区域灾害医疗救援队的建设与管理经验,为我国其他地方区域灾害医疗救援队的建设与管理提供参考。方法在实际区域灾难医疗救援队的建设与管理工作中借鉴发达国家理念,结合泸州市经济发展状况、基础设施建设、我国现行灾害医疗救援模式等方面,总结泸州市区域灾害医疗救援队建设与管理中的经验。结果在泸州市区域内以综合性三甲医院为依托,构建泸州市区域灾害医疗救援队,通过科学系统的建设管理,有效加强泸州市区域灾难防御能力,有力提升其基层灾害医疗应急救援水平。结论在区域灾害医疗救援队的建设与管理中,应结合当前区域突发事件应急管理体系的建设现状,发挥我国应急管理体系的特色和优势,提高灾害医疗救援队、军队、公安、消防等相关单位的协作应急实战能力,利用区域综合性三甲医院的人力资源优势加强灾害医疗救援队伍建设,提高各级医疗卫生机构医疗应急救援准备和处置能力,为建设区域公共安全保驾护航。
Objective To summarize and analyze the construction and management experience of Luzhou regional disaster medical rescue team,and provide reference for the construction and management of regional disaster medical rescue teams in other parts of China.Methods The experience in the construction and management of regional disaster medical rescue teams in Luzhou city was summarized by using the ideas of developed countries for reference in the actual construction and management of regional disaster medical rescue teams,combined with Luzhou city's economic development,infrastructure construction and China's current disaster medical rescue model.Results Relying on the comprehensive grade large-scale tertiany general hospital in Luzhou,Luzhou regional disaster medical rescue team was established.Through scientific and systematic construction and management,Luzhou's regional disaster prevention ability was effectively strengthened and its grass-roots disaster medical emergency rescue level was effectively improved.Conclusion In the construction and management of the regional disaster medical rescue team,we should combine the current construction status of the regional emergency management system,give full play to the characteristics and advantages of my country's emergency management system,and improve the disaster medical rescue team,military,public security,fire protection and other related issues.The unit's collaborative emergency response capabilities,using the human resources advantages of regional comprehensive tertiary hospitals to strengthen the construction of disaster medical rescue teams,improve the medical emergency rescue preparation and handling capabilities of medical and health institutions at all levels,and escort the construction of regional public safety.
