摘要
糟糕的治理绩效会削弱执政党的政治地位,并通过政治选举体现出来。作为全球疫情治理表现最为糟糕的政府之一,印度人民党政府理应在地方选举中受到治理绩效的负面影响。然而2020年10月以来的六次地方选举清晰地表明,灾难性的治理绩效并未对印度人民党的政治地位产生消极影响。针对这一反常现象,本文结合各邦具体选情,从印度政治体制、印度人民党选举策略和印度人民党动员策略三个方面剖析印度人民党保持强势地位的原因。本文认为,印度人民党巧妙利用央地关系,鼓吹教派矛盾、聚焦发展问题、推卸疫情责任的选举策略以及领袖动员与基层组织动员相结合的动员策略共同消弭了疫情对本党的负面影响。
Poor governance performance will weaken the position of a ruling party vis-à-vis electoral outcomes.As one of the worst performing governments in the world vis-à-vis the COVID-19 pandemic,the BJP government should have been negatively impacted at the polls due to its poor performance.While so,the six local elections held since October 2020 have made it clear that the BJP’s miserable governance record has not in any way harmed its political position.To explain this anomaly,this article conducts an analysis of dynamics around local state elections,looking at three factors:India’s political system,the BJP’s election strategy and the BJP’s mobilization strategy.It argues that the BJP election strategy has astutely exploited relations between the center and localities,provoked sectarian conflict and focused on developmental issues as a means of diverting attention from its shirking of responsibility on COVID-19.Meanwhile its mobilization strategy has targeted both elites and grassroots organizations in collectively working to eliminate the negative impacts of the pandemic on the party.
