摘要
社区基金会是国际上颇为流行的一种非营利组织形式,在我国方兴未艾。从国外社区基金会的百年历史来看,其经历了从社区信托模式到慈善企业模式再到社区领导者模式的演变。国内社区基金会的兴起源于自下而上的社会创新和自上而下的政府推动,尚处于转型发展的初级阶段,暴露出地区发展不平衡、法律法规不健全、功能定位不清晰、能力建设不充分等问题。下一步应完善配套的法律和政策保障,坚持政府引导与社会化运作并重,强化组织本身的能力建设,使社区基金会真正成为社区需求的回应者、社区活力的撬动者和社区变革的促进者。
Community foundation,a well-known non-profit global organization,has been experiencing its golden days in China.Its centuries-old sweep abroad tells its evolution from community trust to charity enterprise,and then to community leader.Domestic community foundations,starting from the bottom-up social innovation and top-down government promotion,are in the primary stage of transformation and development,exposing problems such as unbalanced regional development,unsound laws and regulations,unclear functional positioning,insufficient capacity-building and so on.Next we should improve the supporting laws and policies,give an equal share to the government guidance and the socialized operation,and strengthen the capacity-building of the organization itself,so as to make it truly the responder to community needs,the driver of community vitality and the promoter of community change.
