油气管道高后果区双重预防系统应用研究 被引量:2

摘要 为提高油气管道高后果区(HCAs)的安全管理水平,文中运用计算机技术设计一种油气管道高后果区双重预防系统。该系统包括首页、系统管理、高后果区管理、风险管控、隐患治理、信息公示以及知识库7个模块,可实现高后果区风险和隐患的数字化、信息化管理。以某成品油管道迁改工程为例,将双重预防体系引入输油管道高后果区进行应用研究,分析高后果区风险、隐患和事故的关系,建立高后果区双重预防工作机制;并针对高后果区风险和隐患的管理需求,开发油气管道高后果区双重预防管理系统。工程应用结果表明:文中设计系统运行流畅、功能齐全、安全性能较高,能够提高输油管道的安全管理水平和事故防控能力,并扩大双重预防体系的应用范围,也可为其他行业的安全管理提供参考。 A double prevention system used in high consequence areas(HCAs)of the oil and gas pipeline is designed by means of the computer technology to improve the safety management level in the HCAs of the oil and gas pipeline. The system consists of 7 modules:home page,system management,HCAs management,risk management and control,hidden danger management, information publication and knowledge base, which can realize the digitization and informationalization management of risk and hidden danger in HCAs. Taking the relocation of a product oil and gas pipeline as an example,the double prevention system is introduced into HCAs of the oil pipeline for the application study. The relationship between risk,hidden danger and accident in HCAs is analyzed,and the working mechanism of double prevention in HCAs is established. In allusion to the management needs of risks and hidden dangers in HCAs,a double prevention management system in HCAs of oil and gas pipelines is developed. The engineering application results show that the designed system has smooth operation,complete functions and high safety performance. It can improve the safety management level and accident prevention and control ability of oil pipeline, expand the application scope of double prevention system, and also provide reference for safety management in other industries.
