摘要
为推动化工园区开展安全风险等级评估,实现动态监控预警和重点精确监管,提出了一种化工园区企业安全风险分级和预警方法。该方法是通过构建安全生产管理指标、固有危险性指标以及修正指标等内容,运用计算模型得出企业总体风险值。根据总体风险值的判定准则将企业安全风险等级划分为重大、较大、一般、低风险4个等级,分别以红、橙、黄、蓝4种颜色表示。结果表明,经过某化工园区的实施应用,结果与实际相吻合,强化了对园区内红色及橙色等级危险化学品企业的重点监管,提高了监管效能,系统地防范了危险化学品重特大事故的发生。
In order to promote chemical parks to perform risk level assessment,and realize dynamic monitoring,early warning and precise supervision,a risk classification and early warning method for enterprise in chemical parks is proposed.This method obtains the overall risk value of the enterprise by using a calculation model through constructing safety production management indicators,inherent risk indicators,and revised indicators.According to the judgment criteria of the overall risk value,the enterprise risk level is divided into four levels:major,greater,general,and low risk,which are represented by red,orange,yellow,and blue.Application results in a chemical park show that the results by applying this method are consistent with actual situation,which can strengthen the key supervision of the red and orange levels hazardous chemicals enterprises in the park,improve the supervision efficiency,and systematically prevents serious accidents involving in hazardous chemicals.
