摘要
推行政府权责清单制度,是国家治理体系和治理能力现代化的重要举措。政府权责清单制度试图解决政府行政权力与责任不对称问题,旨在优化政府治理体系、提升政府治理效能。权责清单制度产生的根源在于行政权力扩张的内在特性与行政责任约束脱节之间的矛盾,而法治政府建设、大部制改革、国地税合并、负面清单制等制度要素助推了政府权责清单制度的建立。中央政府、地方政府、社会公众和市场要素之间互动支撑了权责清单制度的运行。未来需要从推进权责清单法制化建设、优化组织运行体系、完善动态调控机制、建立监控机制等方面推进权责清单制度建设。
The implementation of the government power and responsibility list system is an important measure for the modernization of the national governance system and governance capacities.The government power and responsibility list system attempts to solve the problem of asymmetry between government administrative power and responsibility,in order to optimize the government governance system and improve the efficiency of government governance.The origin of the power and responsibility list system lies in the contradiction between the internal characteristics of the expansion of administrative power and the constraint of administrative responsibility.The establishment of the government power and responsibility list system is promoted by the construction of government under the rule of law,the reform of large ministry system,the merger of national and local taxes,the negative list system and other institutional elements.The interaction between the central government,local governments,the public and market factors supports the operation of the list of rights and responsibilities system.In the future,we need to promote the construction of power and responsibility list system from the aspects of promoting the legalization of power and responsibility list,optimizing the organization and operation system,improving the dynamic regulation mechanism and establishing monitoring mechanism.
