摘要
[目的/意义]信息公开是政府有效应对突发公共卫生事件的重要前提和保障,也是突发事件应急管理的基本要求。对突发公共卫生事件信息公开的影响因素进行识别和分析,有利于提高应急信息公开质量和效果,全面提升突发公共卫生事件的应急响应与处置能力。[方法/过程]以马莱茨克大众传播模型理论框架为基础构建突发公共卫生事件信息公开影响因素指标,通过综合梳理近年来学界所关注的政府、信息、媒介和公众4个维度的突发公共卫生事件信息公开影响因素,运用DEMATEL方法,构建影响因素的关系矩阵。[结果/结论]通过计算与分析识别了16个影响突发公共卫生事件信息公开的关键因素,这些关键因素主要集中在政府维度和媒体维度上。
[Purpose/significance]Information disclosure is not only an important premise and guarantee for thegovernment to effectively respond to public health emergencies,but also a basic requirement for emergencymanagement.To identify and analyze factors of public health emergency information disclosure is helpful toimprove the quality and effect of emergency information disclosure and improve the ability of emergencyresponse and disposal of public health emergencies. [Method/process]Based on the theoretical framework ofMallet F J mass communication model, factors indications of Public Health Emergency InformationDisclosure are built. By comprehensively sorting out factors of information disclosure of public healthemergencies from the four dimensions of government, information, media and public concerned by theacademic circle in recent years,and the DEMATEL method is used to construct the relationship matrix offactors.[Result/conclusion]Through calculation and analysis,it is found that 16 key factors affect public healthemergency information disclosure. And these key factors are mainly in the government dimension and themedia dimension.
