摘要
目的:构建高值耗材监测系统,实现医院高值耗材的信息化和精细化管理,保障高值耗材合理、有效和安全使用,降低医院运营成本。方法:分析现阶段医院高值耗材管控现状,基于客户机与服务器(C/S)和浏览器与服务器(B/S)结构,采用C#和Java开发语言、Windows server 2012 R2服务器和Oracle数据库构建高值耗材监测系统,从请领、采购、入库、出库、计费及报表统计各环节入手,重塑流程优化财务报表,完善耗材管理机制。结果:高值耗材监测系统运用内外交互平台降低耗材成本,加强内部控制对耗材合理计费,制定多维度报表联合监管耗材,使耗材管理模式由粗放式向精细化转变,实现医用耗材全程可追溯,为医院耗材成本管控、内部控制和各部门联合监管提供数据支持。结论:高值耗材监测系统可为医院提供信息化数据支撑,使耗材管控从监管部门到财务部门各项业务和模块的数据融会贯通,形成完整的耗材精细化管控模式,推进医院高质量发展。
Objective:To build a monitoring system for high-value consumables,realize the informatization and delicacy management of high-value consumables in hospitals,ensure the rational,effective and safe use of high-value consumables,and reduce hospital operating costs.Method:The current situation of the management and control of high-value consumables in hospitals was analyzed.Based on the structure of client and server(C/S)and browser and server(B/S)architecture,using C#and Java development language,Windows server 2012 R2 server and Oracle database,a high-value consumables monitoring system was built.Reshaping of procedures,optimization of financial statements and management mechanism improvement of consumables were reconstructed from requisition,purchase,storage,delivery,billing and report statistics.Results:The high-value consumables monitoring system used internal and external interactive platforms to reduce the cost of consumables,strengthened internal control to reasonable charging of consumables,formulated multi-dimensional reports to jointly monitor consumables,and transformed the consumable management model from extensive to fine,and realized the traceability of medical consumables throughout the process,which provided data support for hospital consumables cost control,internal control and joint supervision of various departments.Conclusion:The high-value consumables monitoring system can provide hospitals with information-based data support,enabling consumables management and control from the supervisory department to the financial department to integrate the data of various businesses and modules,forming a complete consumables delicacy management and control model,and promoting the high-quality development of the hospital.
