摘要
多领域协同是我国数字资源长期保存工作的必然发展趋势和最优选择,对实现数据高度集成、维护数据协同化治理、优化知识服务、完善国家记忆体系建设等方面具有重要价值。通过网络调查,梳理、剖析国内外数字资源多领域协同长期保存实践,指出国内在数字资源多领域协同长期保存工作中存在的规划不足、法规缺失、协同广度与深度有限等问题,并总结国外在工作理念、法律法规及协同内容等方面的丰富经验,从意识、法制、组织及技术四个层面提出我国数字资源多领域协同长期保存优化策略框架,以实现长期保存工作与国际接轨,与大数据发展和社会协同治理体制相融。
Collaboration is the inevitable trend and the best choice for the long-term preservation of digital resources in China,and it is of great significance for improving preservation efficiency,realizing high integration of resources,optimizing knowledge services,and building memory systems.The Internet survey method is adopted to sort out and analyze the long-term preservation practices at home and abroad.Then the paper points out that there are still problems in domestic planning such as lack of regulations,and limited scope and depth of cooperation in China,summarizes the rich experience of foreign countries in work concepts,laws and regulations,and collaborative content.Finally,the optimization strategy framework of multi-domain collaborative long-term preservation of digital resources in China is proposed from the aspects of consciousness,legal system,organization and technology,aiming at realizing the long-term preservation work in line with international standards and integrating with the development of big data and the social collaborative governance system.
