摘要
根据长庆油田的发展情况,重点对长庆油田HSE管理体系运行中存在的问题进行研究,主要包括:职责界定不清、文件规范落后、HSE业绩指标不科学、缺少安全培训、井下作业检查和监督不足、应急管理工作不到位等诸多问题,并针对存在的问题提出有效的改善措施,主要包括落实油田生产过程中的安全责任、规范HSE管理体系的文件、强化HSE管理体系运行机制、增强检查和监督工作、加强应急管理训练等改善措施。对长庆油田HSE管理体系进行完善补漏,以达到降低系统运行的风险、降低事故率、降低污染的目的,对长庆油田HSE管理体系的有效运行具有一定的借鉴意义。
Based on the development of Changqing Oilfield,we studied such problems existing in HSE management system as unclear definition of responsibilities,backward specification of documents,unscientific HSE performance indicators,the lack of safety training,inadequate inspection and supervision of downhole operations,inadequate emergency management.We put forward such improvement measures as the implementation of the safety responsibility in the production process of the oilfield,the standardization of HSE management system documents,the strengthening the operation mechanism of the HSE management system and the inspection and supervision work,the emergency management training and other improvement measures to improve the Changqing Oilfield HSE management system.In order to reduce the risk of system operation,reduce the accident rate,and reduce the pollution,it is necessary to improve the Changqing Oilfield HSE management system,which has a certain reference significance for the effective operation of Changqing Oilfield HSE management system..
