摘要
“十四五”时期,云南省在全面建成小康社会基础上,开启全面建设社会主义现代化新征程,人力资源服务业将继续呈现快速发展的态势,人力资源市场将发生深刻的变化。针对政策制度不完善、服务质量不高、业态和区域分布不均衡、公共信息化平台和产业园区建设滞后等问题,面对新一代信息技术在招聘模式、用工方式、就业等方面出现的新变化,为了充分把握“互联网+”、人工智能等信息时代的机遇,从市场化改革、规模化集聚发展、人才与产业融合发展、服务业转型升级等方面探索云南省“十四五”期间人力资源服务业发展方向,提出打造面向南亚东南亚的人力资源服务产业高地的设想,以期为云南省人力资源服务业的高质量发展提供参考。
During the 14 th Five-Year Plan period,Yunnan will be embarking on a new journey of socialist modernization on the basis of completing the building of a moderately prosperous society in an all-round way.The human resources service industry will continuously show a rapid development trend,and the human resource market will come up profoundly transformation.The human resources service industry is now in face of such problems as imperfect policies and systems,low service quality,uneven distribution of business forms and regions,and lagging development of public information platforms and industrial parks.The information age has brought about changes in the recruitment mode,employment methods,and employment.In order to grasp the opportunities in the information age such as the Internet+and artificial intelligence,this paper explores the development direction of human resources service industry in the 14 th Five-Year Plan from the aspect of market-oriented reform,large-scale agglomeration development,integrated development of talent and industry,transformation and upgrading of service industry,etc.It puts forward the idea of building a human resources service industry highland facing South and Southeast Asia and is expected to provide reference for the high quality development of human resources service industry in Yunnan Province.
