摘要
2020年5月,中共中央政治局常委会首次提出了“构建国内国际双循环相互促进的新发展格局”,即双循环战略。这一战略的提出既因我国面临百年未有之大变局,美国对我全方位围剿打压且不断升级等国际形势的变化,也有原先模式已不适应我经济发展的客观需要。特别是2020年初突发新冠肺炎疫情对中国及世界经济造成重大冲击,全球经济深度衰退,这些都要求我国必须审时度势,制定相应的发展战略。双循环战略的提出,适应了当前的国内外环境需求,对我应对挑战,实现经济发展,推动世界经济复苏与增长具有重要意义。
In May 2020,the Political Bureau of the Communist Party of China Central Committee first proposed the establishment of"dual circulation"development pattern,in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement.This strategy was proposed not only because China is facing major changes unseen in a century,the United States is encircling and suppressing China in an all-round way,but also because the original model no longer meets the objective needs of China's economic development.In particular,the COVID-19 outbreak has had a major impact on China and the world economy in early 2020,and the global economy has been in deep recession.These requires China to assess the situation and formulate corresponding development strategies.The proposal of the"dual circulation"strategy has adapted to the current domestic and international environmental needs.The strategy will help China to deal with challenges,achieve economic development,and promote world economic recovery and growth.
