摘要
需求侧改革的提出,与扩大内需、推进供给侧结构性改革和形成"双循环"新发展格局的指导方针一脉相承,体现了进一步打通经济循环中需求潜力释放的堵点、优化全局统筹协调、实现高质量发展的系统性思维。文本在构建双循环新发展格局视域下,分析新形势、新时期需求侧改革的背景和内涵,探讨推进需求侧改革应把握的内涵与思路,以及相关堵点,并在统筹协调大思路下从消费能力与收入再分配、有效投融资、城乡间要素流动、外贸政策、科技创新攻关等方面,提出对策建议。
The proposal of demand-side reform is in line with the guiding principles of expanding domestic demand,promoting supply-side structural reform and forming a new“dual-cycle”development pattern.It reflects the systematic thinking of increasing the demand potential in the economic cycle,optimizing overall coordination and realizing high-quality development.This paper analyzes the background and significance of demand-side reform in the new situation and new period,and discusses the implications that should be grasped in promoting demand-side reform.It goes on to put forward policy suggestions concerning consumption capacity and income redistribution,effective investment and financing,urban and rural elements flow,foreign trade,scientific and technological innovation,and so on.
