摘要
“十四五”时期作为我国开启全面建设现代化国家新征程的第一个五年,也是实施交通强国战略的第一个五年,对青海等交通设施依然较为落后的西部地区来说,交通发展意义重大。与全国平均水平相比,青海公路网中高等级公路占比不高,路网通达深度与广度尚不足,部分地区还存在着明显瓶颈与制约,表现出明显落后与不足,虽基本可满足社会发展需要,但与群众提出的更加舒适、便捷、多样性交通出行需求相比还存在差距。本文在简要分析青海公路发展现状的基础上,提出存在的不足,分析了“十四五”期间青海公路发展将面临的机遇与挑战,基于此着重提出谋划好“十四五”期间公路重点项目的相关建议,以及需处理好的几个方面关系,为“十四五”公路发展规划编制提供理论基础及基本遵循。
The 14th Five-Year Plan period is the first five years for China to start a new journey of comprehensively building a modern country,and it is also the first five years to implement the strategy of strengthening transportation power.For Qinghai and other western regions which are still relatively backward,transportation development is of great significance.Compared with the national average level,the proportion of high-grade highways in Qinghai highway network is not high,the depth and accessibility of road network are still insufficient,and there are obvious bottlenecks and constraints in some areas,showing obvious backwardness and deficiencies.Although it can basically meet the needs of social development,but there is still a gap compared with the more comfortable,convenient and diversified transportation needs proposed by the masses.Based on the brief analysis of the current situation of Qinghai highway development,this paper puts forward the existing deficiencies,analyzes the opportunities and challenges that Qinghai highway development will face during the 14th Five-Year Plan period.Based on this,it puts forward the relevant suggestions for planning the key highway projects in the 14th Five-Year Plan period,which need to deal with several aspects,so as to provide theoretical basis and basic follow for the compilation of highway development planning in the 14th Five-Year Plan。
