摘要
在开发开放中探寻乡村振兴之路必将是西部大开发战略寻求发展突破、打破体制束缚、从根本上缓解西部地区内部和西部地区与东部地区不平衡不充分态势的必然选择。西部地区是中国重要的“米袋粮仓”、内陆重要的“安全屏障”、流向全球的“人口红利”、农村改革的“试验田”、脱贫攻坚的“主战场”、向西开放的“桥头堡”,在拥有区位劣势向区位优势转变、禀赋约束向禀赋特色转变和通过制度创新换道超车三大机遇的同时,也面临脱贫攻坚与乡村振兴、区域均衡与示范带动、生态保护与经济发展等方面的挑战,西部地区需从产业兴旺、生态宜居、乡风文明、治理有效、生活富裕和开放发展六大方面探索西部的乡村振兴之路。
Exploring the way to rural revitalization in the process of development and opening up is bound to be an inevitable choice for develope-the-west strategy to seek development breakthroughs,break the institutional constraints,and fundamentally alleviate the imbalance and insufficiency situation within the western region and between the western region and the eastern region.Western region is China's important "rice bag and granary",thc inland important"safety barricr",the "demographic dividend" flowing to the world,the"experimental field" for rural reform,the-main battlefieldw for poverty alleviation and the Mbridgeheadw opening to the west.While it has three opportunities which are the transformation from location disadvantage to location advantage , the transformation from endowment constraints to endowment characteristics and lane changing and overtaking through system innovation , it also faces some challenges as poverty alleviation and rural revitalization , regional balance and demonstration,and ecological protection and economic development at the same time.Western region should explore the way to rural revitalization in western China from six aspects:industrial prosperitytecological livability rural civilization,effective governance,rich life and open development.
