纳入高等学校招生体系的综合素质评价:“难为”审思与“能为”创建 被引量:13

The Comprehensive Quality Evaluation of the College Enrollment System:Reflections on "Difficulties" and Approaches to "Conquering" Them

摘要 综合素质评价纳入高等学校招生体系是新时代深化考试招生制度改革的重要内容。但在实践层面,高中与高等学校都比较"难为":功能两分与系统局限的矛盾、内容宽泛与标准缺位的共轭、自主评价与乏力督导的搭配、大量投入与微薄成效的失衡,使得高中"难为";信度不高与区分度低的交织、创新特色被同质平庸所取代、海量工作与有限时间的冲突、程序断层与制度缺位的交错,使得高等学校"难为"。审思发现,关键原因在于尚未健全衔接校级评价与高等学校招生的省级综合素质评价系统。对此,可以标准体系、评价体系、衔接体系与监督体系为核心进行创建,由此破解高中与高等学校"难为"问题;同时,良好解决个性发展、诚实守信和教育公平难题,推进"能为"。 It is an important part of deepening the reform of the college enrollment system to incorporate comprehensive quality evaluation into the college enrollment system in the new era. However,in actual practice,both upper secondary schools and higher education institutions suffer from difficulties:On one hand,upper secondary schools suffer from difficulties because of the contradictions between functional dichotomy and the limitations of the comprehensive quality evaluation system,the conjugation between the broad content of evaluation and the non-existent standard,the combination of independent evaluation and weak supervision,and the imbalance between a large amount of investment and meager results;on the other hand,higher education institutions suffer from difficulties because of the unreliable and insufficiently differential results of evaluation,the substitution of similar results of evaluation for creative and individualized results of evaluation,the conflicts between massive work in college enrollment and the limited time,the disconnection between the evaluation procedure and the college enrollment procedure,and the immature system of evaluation. This study finds that the key reason lies in failure to consummate the provincial-level system for comprehensive quality evaluation connecting the evaluation from upper secondary schools and the college enrollment.Therefore,we can establish the provincial-level evaluation system by focusing on the system for evaluation standards,the evaluation system,the system for connecting the evaluation procedure and the college enrollment procedure,and the supervision system,thus finding approaches to conquering the difficulties both in the evaluation of upper secondary school students’ comprehensive quality and in the college enrollment by tackling these difficulties and addressing the problems involving personality development,integrity,and educational equity.
