摘要 1+X证书制度是一种制度变革,是职业教育人才培养一体化评价的实践基础。CIPP评价模式作为职业教育人才培养一体化评价的理论依据,在职业教育人才评价模式中的适用性主要体现在人才培养背景评价、人才培养输入评价、人才培养过程评价、人才培养结果评价四个阶段。以目标为导向开展职业教育人才背景评价,注重审视人才培养目标、招收不同类型人才、考察培训主体实力等;以强基为宗旨开展职业教育人才输入评价,致力打造复合型教师培训团队、严格选拔示范性培训评价组织、主体合理配置专项经费、校企合作更新实训设备等;以调查、监督为手段开展职业教育人才过程评价,调查学员的培训效应、监督管理职业技能等级证书、注重企业的反馈情况、明晰X证书的通过率等;以改进为抓手开展职业教育人才培养结果评价,重视分析就业质量跟踪报告、抽查职业技能素养、提高X证书的认可度等。 1+X certificate system is a system reform and the practical basis for the integrated eval‐uation and personnel training and of vocational education.As the theoretical basis of the integrated evaluation of vocational education personnel training,the applicability of CIPP evaluation model in the talent evaluation mode of vocational education is mainly reflected in talent training background evalu‐ation,training input evaluation,training process evaluation and training result evaluation In the four stages,the goal-oriented background evaluation of vocational education talents is carried out,focusing on the personnel training objectives,recruiting different types of talents,examining the training subject strength,etc.;carrying out the vocational education talent input evaluation with the purpose of strengthening the foundation,striving to build a compound teacher training team,strictly selecting demonstration training evaluation organizations,reasonably allocating special funds for the main body,and school enterprise cooperation.We need to carry out the evaluation of vocational education person‐nel process by means of investigation and supervision,investigate the training effect of trainees,super‐vise and manage the vocational skill level certificate,pay attention to the feedback of enterprises,and clarify the passing rate of X certificate,etc.;carry out the evaluation of vocational personnel training results with improvement as the starting point,pay attention to the analysis of employment quality tracking report,spot check of vocational skill quality,and improve the quality of vocational education High x certificate recognition and so on.
