摘要
长三角科技创新共同体建设是《长江三角洲区域一体化发展规划纲要》在科技创新层面的一项重要战略任务,是加强区域创新体系建设的一项重要内容,是推动长三角协同创新的一个关键举措。从协同视角对长三角区域科技创新发展现状进行梳理,分析构建长三角科技创新共同体遇到的困境,探讨建设长三角科技创新共同体的对策建议。提出要明确目标定位,促进科技创新资源优化共享;加强规划设计,健全科技创新协同机制;加大联合攻关,促进科技创新成果跨区域转化;参与国际科技合作,营造良好科技创新生态系统等方面推动长三角科技创新共同体建设。
Constructing the Yangtze River Delta Science and Technology Innovation Community is an important strategic task of《Yangtze River Delta Regional Integration Development Program》in the level of science and technology innovation.It is also an important content to strengthen the construction of regional innovation system and a key measure to promote Yangtze River Delta's coordinated innovation.This paper combs the present situation of scientific and technological innovation development in the Yangtze River Delta region from the perspective of synergy,analyzes the difficulties encountered in the construction of the Yangtze River Delta scientific and technological innovation community,and discusses the countermeasures and suggestions for the construction of the Yangtze River Delta scientific and technological innovation community.It proposes that to promote the Yangtze River Delta scientific and technological innovation community construction we must make clear the target orientation,promote the optimal sharing of scientific and technological innovation resources,strengthen planning and design,improve the cooperative mechanism of scientific and technological innovation,increase joint efforts to tackle key problems and promote the cross-regional transformation of scientific and technological innovation achievements,and participate in international scientific and technological cooperation,create a good ecological environment for scientific and technological innovation.
