摘要
目的:建立一套可应对突发公共卫生事件的智能化物资保障决策支持系统架构。方法:采用Pareto图、CVA管理法和价值流分析等方法全面分析应急医疗物资保障中的有效环节,采用多种工程学算法建立优先级决策原则并对不确定因素进行处理,通过LabVIEW开发平台实现系统功能。结果:从检测网络、致病因子预报、疫情预测、风险评价、干预5个层次更新了系统概要,建立了优先级的筛选配置函数原则;应急救援物资结合经济效值分为4个等级。结论:优先级决策支持系统可在突发公共卫生事件导致的暂时性资源短缺情况下,较大程度保障医疗物资供应。基于区域信息平台,可辅助管理者快速掌握各环节运行状态和盲点。
Objective:Establish a set of intelligent material support decision support system architecture that can respond to public health emergencies.Methods:Pareto diagram,CVA management method and value stream analysis method were used to comprehensively analyze the effective links in emergency medical supplies support.Multiple engineering algorithms were used to establish priority decision principles and deal with uncertain factors.LabVIEW was used to develop simulation system to realize the whole process tracking.Results:The outline of the system was updated from five levels:detection network,prediction of pathogenic factors,epidemic prediction,risk assessment and intervention,and the principle of priority screening configuration function was established.The emergency relief supplies are divided into four levels in combination with economic efficiency.Conclusion:A prioritized decision support system maximizes the availability of medical supplies in the event of a temporary resource shortage resulting from a public health emergency.Based on the regional information platform,it can assist managers to quickly grasp the operation status and blind spots of each link,and become the"nerve center"for overall medical resource allocation.
