摘要
公共卫生,关系到一国或一地区中每一个国民的最切身利益。它和普通意义上的医疗服务不同,公共卫生是一项公共事业,其提供的是社会效益回报周期较长的服务。公共卫生实施的程度、好坏与否与社会稳定、人民幸福都是直接挂钩的。因而加强公共卫生的控制与监管显得尤为重要。国内外学者对其历史发展脉络、所遭遇的问题与困境以及未来的发展思路做了较为深入的研究。本文将目光着眼于中国公共卫生监管领域的成就与不足,从地级市和农村两个视角分别论述,结合国外经验对现象作深入解读。
Public health is related to the most vital interests of every citizen in a country or region.It is different from medical services in the ordinary sense.Public health is a public undertaking,and it provides services with a long return period for social benefits.The degree of public health implementation and whether it is good or bad are directly linked to social stability and people's happiness.Therefore,it is particularly important to strengthen the control and supervision of public health.Scholars at home and abroad have done more in-depth research on its historical development context,problems and difficulties encountered and the future development ideas.This article focuses on the achievements and shortcomings in the field of public health supervision in China,separately discusses from the perspectives of prefecture-level cities and rural areas,and makes an in-depth interpretation of the phenomenon based on foreign experience.
