摘要
[目的/意义]回顾我国科技情报工作的发展历程,分析当前面临的技术与时代特征及对情报工作的影响,探索新时代科技情报工作的发展方向,对情报工作回应发展需求、担当历史使命、引领科技发展具有重要意义。[方法/过程]文章从历史使命、技术环境与所处的发展阶段三个方面,阐述了技术进步及时代发展对当前科技情报工作模式与工作体系产生的影响及提出的要求。[结果/结论]科技情报工作的使命决定了其服务对象是决策主官。面对新一轮技术革命、对抗发展与"三跑并存"交织叠加的复杂环境,科技情报的工作模式将由"定标比超"切换到增加发展的可能性,这将是我国科技情报工作发展的重大机遇。
[Purpose/significance]Reviewing the development process of China’s scientific and technical intelligence work,analyzing the characteristics and influence of the times and technology faced by intelligence work,exploring the development direction of scientific and technical intelligence work in the new era is of great significance to responding to the development needs,undertaking the historical mission and leading the development of science and technology.[Method/process]From the three aspects of historical mission,technological environment and development stage,the impact and requirements of technological advancement and the contemporary development on current scientific and technical intelligence work are expounded.[Result/conclusion]The mission of scientific and technical intelligence work determines that its service object is the chief decision-maker.At present,China is in a complex environment of the new round of technological revolution,confrontation development and"following,parallel,and leading",which are interwoven and superimposed.The working mode of scientific and technical intelligence will be changed from"benchmarking"to increasing the possibility of development.This will be a great opportunity for China’s scientific and technical intelligence work.
