Thinking on the Development of Scientific and Technological Information Work Facing High Level of Self-Reliance and Self-Improvement

摘要【目的/意义】提出下一阶段科技情报工作的推进策略,从而为科技情报机构更好支撑高水平科技自立自强这一战略目标实现提供参考。【方法/过程】本文在梳理高水平科技自立自强这一战略目标确立的基本过程及二十大报告中的相关工作部署基础上,分析其对科技情报工作的要求,进而提出下一阶段科技情报工作的重点任务。【结果/结论】科技情报工作应重点做好基于高端交流平台的重点领域资源建设与服务深化,建立适应新型举国体制的科技情报服务模式,优化企业科技创新主体的情报服务模式,为科技评价与科研诚信提供智力与工具支持,强化自主可控的科技情报生态体系建设等五个方面的工作。【创新/局限】所提发展策略能够为科技情报机构更好服务国家科技创新重大战略、谋划未来五年工作提供参考。【Purpose/significance】Propose the promotion strategy for science and technology intelligence work,so as to advise science and technology intelligence institutions to better support the realization of the strategic goal of high level self-reliance and self-strengthening in science and technology.【Method/process】Based on the process of establishing the strategic goal of high-level self-reliance and self-strengthening in science and technology and the relevant work deployment in the report of the 20th National Con⁃gress of the Communist Party of China,this paper analyzes the requirements for science and technology intelligence work,and then proposes the key tasks of the next stage of science and technological intelligence work.【Result/conclusion】science and technology in⁃telligence work should focus on five aspects of resource construction and service deepening in key areas based on high-end communi⁃cation platforms,establishing a science and technology intelligence service model,optimizing the information service model of the main body of enterprise science and technology innovation,providing support for scientific and technological evaluation and scientific research integrity and strengthening the construction of an independent and controllable scientific and technological information eco⁃system.【Innovation/limitation】The proposed strategy can provide a reference for science and technology intelligence institutions to bet⁃ter serve the national major strategy of scientific and technological innovation and plan for the next five years.
