摘要
农业产业互联网用“平台思维”将整个产业连接起来,产业链上下游企业互利合作、相互依存,让“规模小、分布散、实力弱”的农业主体形成利益共同体,为发展农业金融奠定良好产业基础,为破解农业供应链金融难题提供了新思路、新模式。产业互联网背景下,农业供应链金融核心三要素:产业生态、生产性服务、大数据产生了新的变化,产业生态由“分散”转变为“融合”,生产性服务业由“寄生”转变为“共赢”,大数据由“工具”转变为“思维”,各要素之间“化零为整”。基于产业互联网思维,搭建“4+5+5”的农业供应链金融服务体系,为发展农村金融业务提供了一个完整的范式。其中,“4”为打造电商交易中心、物流仓储中心、信用管理中心、金融服务中心等四大中心,通过整合农业供应链金融“商流、物流、信息流、资金流”,形成核心功能圈;第一个“5”,为构建全生命周期项目管理、全客层共享服务、标准化管理体系建设、大数据应用、政企银协战略联盟等五大支撑服务体系,破解农业供应链金融的行业痛点,实现跨边界的网络效应;第二个“5”,为加强顶层设计、搭建智慧平台、推动互联网和农业的深度融合、建立多层次的金融服务体系、加强人才引进等五大保障措施,确保供应链金融服务在农业领域生根、发芽、壮大。由此可知,农业供应链金融不是简单的金融问题和产业发展问题,而是需要构建一个“跨界、赋能、整合、共生、协同”的农业产业生态,聚合各类政策要素、资本要素、产业要素和人才要素,为发展农业供应链金融培育良好的组织环境、产业环境,形成供应链金融运营的核心能力,让农业供应链金融完成从“点式”向“生态链”的演变。
The"platform thinking"of the Internet for the agricultural industry will connect the entire industry and the upstream and downstream companies in the industrial chain and will mutually benefit and cooperate with each other,which enables the“small-scale,scattered and weak”agricultural subjects to form a community of interests,lay a good industrial foundation for the development of agricultural finance,and provide new ideas and new models to solve the financial problems of the agricultural supply chain.Under the background of the Industrial Internet,the three core elements of agricultural supply chain finance:industrial ecology,productive service,and big data,have undergone new changes.The industrial ecology has changed from the“decentralized”to the“integrated”;productive service industry has changed from the“parasitic”to the“win-win”and big data has changed from“tools”to“thinking”.The elements have been“gathered into a whole from parts”.Based on the industrial Internet thinking,a"4+5+5"agricultural supply-chain financial service system is created to provide a complete paradigm for the development of rural financial services.Among them,"4"refers to building four major centers:e-commerce transaction center,logistics and storage center,credit manage center,and financial service center and forming a core functional circle by integrating the“business flow,logistic flow,information flow,and capital flow”of the agricultural supply chain finance.The first“5”means to set up five support service systems related to the construction of project management including life cycle,sharing services for all customers,building for standardized management system,application for big data and strategic alliance consisting of governments,enterprises,banks and associations,which aim to crack the agricultural pain point of the agricultural supply chain finance and achieve cross-border network effects.The second“5”means five safeguard measures to strengthen the top-level design,build a smart platform,promote the deep integration of the Internet and agriculture,establish a multi-level financial service system and promote the introduction of talents,which ensure the supply chain financial services to take root,sprout and grow in the agricultural field.In a word,agricultural supply chain finance is not a simple financial issue or an industrial development issue,but needs an agro-industry ecology with characteristics of“cross-border,empowerment,integration,symbiosis and synergy”,which aggregates various policy elements,capital elements,industrial elements and talent elements to cultivate a good organizational environment and industrial environment for the development of agricultural supply chain finance,form the core competence of supply chain financial operations,and let agricultural supply chain finance finish its evolution from a“dot”to an“ecological chain”.
