摘要
城市环卫改革既是城市现代化发展的组成部分,同时也是转变政府职能、构建服务型政府的重要一环。但是由于城市环境卫生管理本身具有多样性、复杂性等特点,使得环卫改革的道路并非一帆风顺。特别是在一些中小型城市,环卫管理体制机制不够成熟,环卫管理队伍素质参差不齐等,都是改革中客观存在和必须解决的问题。城市管理部门在探索环卫改革与优化管理的策略时,首先要强化服务意识,倾听群众意见,鼓励群众参与,构建以专职管理为主、公众参与为辅的环卫管理体系,对内理顺城市环卫管理体制,对外树立城市整洁文明形象。
Urban sanitation reform is not only an integral part of the development of urban modernization,but also plays an important part in transforming government functions and building a service-oriented government.However,due to the diversity and complexity of urban environmental sanitation management,the road of sanitation reform is not smooth.Especially in some small-and medium-sized cities,the immature sanitation management system and mechanism and the uneven quality of sanitation management teams are the problems that objectively exist and must be solved in the reform.While exploring the strategies of sanitation reform and optimal management,urban management departments should first strengthen the sense of service,listen to the opinions of the masses,encourage mass participation,and build a sanitation management system dominated by full-time management and supplemented by public participation,in order to straighten the urban sanitation management system internally and establish a clean and civilized image of the city externally.
