摘要
为解决"三农"问题,国家提出了"乡村振兴战略"。在此背景下,政府从财政政策、货币政策和技术进步等各个途径进行努力,问题也得到了某种程度的解决。首先借鉴现有的金融发展理论和农村金融制度创新的研究成果,总结了农村未来进一步发展要解决的瓶颈问题;然后探讨如何利用农村金融制度创新促进"乡村振兴战略"实现的发展路径。经过研究发现,"有为""有效"政府所推动的农村金融制度创新,结合农村金融市场"自下而上"的自生发展,是实现乡村振兴的有效路径。所以,中央政府、地方政府和乡镇基层组织,要利用好各种政策工具,成为"有为"和"有效"的政府,尊重农民需求,引导农村金融市场发展,有效实现乡村振兴。
In order to solve the problem of agriculture, countryside and farmers, the state has put forward the strategy of Rural Revitalization.In this context, the government has made efforts from various channels such as fiscal policy, monetary policy and technological progress, and the problem has also been solved to some extent. First of all, based on the existing financial development theory and the research results of rural financial system innovation,th is paper summarizes the bottleneck problems to be solved in the future development of rural areas, and then discusses how to use the rural financial system innovation to promote the development path of"Rural Revitalization Strategy".Through the research, it is found that the innovation of rural financial system promoted by the"promising"and"effective"government, combined with the"bottom-up"self-development of rural financial market, is an effective way to achieve rural revitalization.Therefore, the policy recommendations given in this paper are that the central government, local governments and township grass-roots organizations should make good use of various policy tools to become a"promising"and"effective"government, respect the needs of farmers, guide the development of rural financial market, and effectively achieve rural revitalization.
