摘要
研究公共图书馆人事管理协同创新绩效影响因素,可以从整体上提升公共图书馆协同创新效能,满足国家创新系统整体效能的内在需求。引入生态因子概念,采用结构方程模型,通过实证检验对公共图书馆人事管理协同创新绩效影响因素进行了研究。研究结果显示,基于生态因子的公共图书馆人事管理协同创新绩效影响因素有馆员聘用机制、馆员考核制度、馆员利益分配、馆员培养文化4个主因子和12个相关影响因素。这些因素对公共图书馆人事管理协同创新绩效有正向影响,但影响程度不存在明显的差别。结合放管服改革相关要求,注重馆员实际能力和贡献,从国家政策中寻找突破口,建立公共图书馆协同创新体系,可以提升公共图书馆人事管理协同创新绩效。
To study the factors affecting the performance of collaborative innovation in personnel management of public library can improve the overall effectiveness of collaborative innovation in public library,and meet the inherent needs of the overall effectiveness of the national innovation system.This paper introduces the concept of ecological factors,using the structural equation model and through empirical tests,studies the factors affecting the performance of collaborative innovation in personnel management of public library.The results show that based on ecological factors,there are four main factors affecting the performance of collaborative innovation in public library personnel management,including the recruitment mechanism of librarians,the evaluation system of librarians,the benefit distribution of librarians,the cultivation of culture of librarians and 12 related factors.The above factors have a positive impact on the collaborative innovation performance of personnel management in public libraries,and there is no significant difference in the corresponding degree.Combining the relevant reform requirements of decentralization,management and services,focusing on the actual capabilities and contributions of librarians,finding breakthroughs in national policies,and establishing a collaborative innovation system for public libraries,the performance of collaborative innovation in personnel management of public library can be improved.
