摘要
托育作为一种公共服务资源,其供给来源在西方国家中一直是多元化的。最近一个时期以来,民营化甚至成为西方国家托育服务发展的主要趋势。在“幼有所育”被提到我国政府议事日程的形势下,要想实现托育服务的健康发展,同样需要注意借鉴西方社会的经验和教训,注重托育服务民营化发展路径的设计,并在策略选择过程中努力建构法律法规体系和实行有效监督、加快建立和完善公共财政政策、与社会服务组织合作双贏,方能针对公建民营和民办公助策略扬长避短,最大限度地促进和保障托育服务的发展。
As a public service resource, childcare has always been supplied from a variety of sources in Western countries. In the recent period, privatization has even become a major trend in its development. Under the situation that "childhood education" has been mentioned on the agenda of our government, in order to realize the healthy development of nursery services, it is also necessary for us to learn from the experience and lessons of the Western society and to attach importance to the design of the privatization development path in China. In the process of strategy selection, we should strive to construct a legal and regulatory system and implement effective supervision, accelerate the establishment and improvement of public finance policies, and a? chieve win - win cooperation with social service organizations. Only in this way can we play up strengths and avoid weaknesses, and maximize the promotion and protection of the development of childcare services in China.
