摘要 本文的主要研究对象为省级区域内部电网项目的投资额分配问题。这不仅要考虑投资效益,还需考虑地区差异的投资公平性,这样才能既保证经济发达地区的电力需求,又统筹整个省的协调可持续发展。本文对现有的投资分配研究进行了一定创新,在设计投资分配方案时采用单位投资增售电量等多个重点指标,进行优先级排序,创新引入了现今广泛应用于国民收入分配和环境治理领域的基尼系数的概念,通过重点控制指标的选取和信息熵权重计算,设计出了基于基尼系数的投资分配优化方案,并采用单目标多约束条件求解最小总和基尼系数的方法计算出最终的投资分配方案,既保证了投资分配的有效性,又考虑了投资分配的公平性。 The main research object of this paper is the allocation of the investment amount of the internal grid project in the provincial area. This is not only to consider the investment benefits, but also need to consider the investment fairness of regional differences, so as to ensure the power needs of economically developed areas, and co-ordinate the province’s coordinated and sustainable development. In this paper, we have made some innovations in the existing investment allocation research. In the design of the investment allocation scheme, we use priority indicators such as unit investment to increase the sales volume and so on. The concept of Gini Coefficient is innovatively introduced, which is widely used in the field of national income distribution and environmental governance. Based on the selection of key control indexes and information entropy weight calculation, an optimal investment allocation scheme based on Gini Coefficient is designed. The final investment allocation is calculated by solving the minimum sum Gini Coefficient using the single objective multi-constraint condition Program, which not only ensures the validity of investment allocation, but also considers the fairness of investment allocation.
