摘要
近年来,乡村地区的规划建设引导与管控逐渐成为中央与地方关注的热点问题。2017年,中央《一号文件》中明确提出"加快修订村庄和集镇规划建设管理条例,大力推进县域乡村建设规划编制工作"。鉴于此,文章选取琼中黎族苗族自治县为研究对象,分析当前其乡村规划建设存在的问题,以城乡统筹为核心发展理念,以"大区域、小镇村"的区域协调理念为中心,从镇村体系规划、产业发展、设施配套、生态环境保护和特色风貌塑造等方面探讨了县域乡村规划的规划策略,以期能为同类规划提供参考。
Rural planning has become a focus issue of central and local governments.In 2017,the central file No.1 pointed out that revise the management regulation of villages and towns planning,advance the rural planning formulation.The paper takes Li county as an example,analyzes problems,adopts urban-rural integration concept,centers on big region and small township strategy,makes planning in township structure,industry,faiclities,ecology,and characteristic features.
