摘要
切实加强高校党风廉政建设,落实党风廉政建设主体责任和监督责任,离不开必要的体制机制。其中体制是基础,是前提,机制是关键,是保障。要探索建立一套完整、比较科学、健全的体制机制,重点是逐步构建起高校党委领导、纪委专责、部门联动、群众参与的领导体制,建立健全落实"两个责任"的责任分解机制、教育引导机制、检查考核机制、责任追究机制、工作保障机制。
Systematical mechanism is necessary to strengthen the construction of clean government of Party and implement the main responsibility and supervisory responsibility,in which system is regarded as the basis and the premise,and the mechanism the key and the guarantee. To construct the a comprehensive,scientific and sound system,it is essential to establish the leadership system containing the leadership of the Party committees of universities,the special task of the disciplinary committees,the linkage of department and the participation of masses. Additionally,the mechanisms for the Two Responsibilities should be established which means decomposition mechanism,education guidance mechanism,examination and assessment mechanism accountability and job security mechanism.
