摘要
高校招生自主权是高等院校依法所享有的自主招生权力,体现在招生计划、考试命题等招生录取各环节中。实施"考试制"(1)的日本、韩国、芬兰等国家高校(尤其是入学竞争激烈的大学)均具有充分或较高的自主招生权,从而能够通过综合、多元的招生门槛选拔优秀、适合的人才。以此为参照,受政府过度干预、不敢放权、高校缺乏用权的意识和能力等因素影响,我国自主招生试点高校至今所具备的招生自主权仍极为有限或并非实质意义上的招生自主权。为保障高校用适切的方法选拔到合适人才加以培养,在新高考改革中应进一步推进自主招生制度改革,明晰政府和高校的权力边界,稳步扩大高校招生自主权;同时高校积极提升用权意识和能力,并完善权力监督制约机制,保障招生自主权真正实现"放得下、接得住、用得稳"。
The enrollment autonomy of universities is the power of autonomous enrollment enjoyed by universities in accordance with the law,which is reflected in all aspects of admission procedures,such as enrollment plan,selection procedure. In Japan,Korea and Finland or other countries which implement the examination system,universities that are highly competitive in enrollment have sufficient or high-level independent enrollment rights,which make them select outstanding social talents through comprehensive and diversified enrollment threshold. Taking this as a reference,under the influence of the factors,such as the government＇s excessive intervention,no decentralizing power and the colleges and universities are lack of the consciousness and ability to using power,the autonomy of the enrollment of the pilot colleges and universities in China is still very limited and has no substantial significance. In order to ensure the universities to select appropriate talent with suitable methods,we should further promote the reform of self-enrollment system,clear the power boundary between the government and universities,and expand the enrollment autonomy of universities step by step. At the same time,universities should enhance the awareness and ability of exercising autonomous enrollment and perfect the supervision mechanism,truly realizing the admission autonomy to be ＂putting it down,holding it truly and using it safely＂.
