摘要
长江经济带发展必须走绿色协调发展之路,这是长江经济带落实五大发展理念、实施长江经济带发展战略、应对长江经济带发展失衡、顺应国际流域发展趋势的必然选择。目前,长江经济带绿色发展不平衡、不协调问题突出,主要表现为绿色要素流动不自由、绿色主体功能约束不强、绿色公共服务不均等和资源环境承载不协调。欧洲国家在治理莱茵河流域过程中,积累了绿色要素整体流动、绿色空间整体布局、绿色服务整体提升、绿色治理整体推进等经验,可以为长江经济带绿色协调发展提供有益启示。协调发展理念下长江经济带绿色发展,必须促进绿色要素有序自由流动、提高绿色主体功能约束水平、实现绿色基本公共服务均等、增强绿色资源环境承载能力,这样才能把长江经济带建设成为我国生态文明建设的先行示范带、创新驱动带、协调发展带。
The development of the Yangtze River Economic Belt must take the road of green coordinated development. This is the inevitable choice for Yangtze River Economic Belt to carry out the Five Major Development Concepts, implement its development strategy, deal with its imbalance, and conform the development trend of the international river. At present, the imbalance and disharmony of green development in the Yangtze River Economic Belt are prominent, which shows the flow of green elements is not free, the constraint of green subject function is not strong, green public service is not equal, the bearing capacity of resources and environment is uncoordinated. In the process of governance in the Rhine, European countries have accumulated useful experience in overall flow of green elements, overall layout of green space, overall improvement of green services and overall promotion of green management, which can provide a beneficial inspiration for the coordinated green development of Yangtze River Economic Belt. Under the concept of coordinated development, the green development of Yangtze Economic Belt must promote the orderly and free flow of green elements, improve the binding level of green subject function, realize the equality of green basic public services and strengthen the bearing capacity of green resources and environment. Only in this way can the Yangtze River Economic Belt be built into a leading demonstration belt, an innovation-driven belt and a coordinated development belt.
