摘要
公共体育服务政策执行作为政府行政的内容之一,其实质就是不同利益群体为获得各自利益而博弈的一个动态过程。以江苏省D市的公共体育服务政策执行为个案,对执行过程中不同利益群体的博弈及其策略进行了微观阐释。研究发现:变通性执行是D市在与上级利益博弈中的策略选择;在共同执行公共体育服务政策时,为维护自身的利益,D市不同执行主体容易陷入集体行动困境;接纳顺从是公共体育政策执行中目标群体的常态,而据理抗争则是少数存在的隐性与显性冲突。
The implementation of sports public service policy is one of the contents of government administration,and its essence is a dynamic process of the game between different groups of interests in order to obtain their own interests.Taking the sports public service policy implementation of D city in Jiangsu Province as a case,this study makes a micro interpretation of the game of different interest groups and the strategy in the implementation process.It concludes that flexible implementation is in the city of D and higher interest game strategy; in joint implementation of sports service policy,to safeguard their own interests,different implementation of the main D city is easy to fall into the dilemma of collective action; accept obedience is the norm of target groups in policy implementation,and argument are a fewimplicit and explicit conflict.
