摘要
文章以中部地区承接产业转移的典型区域河南省为研究对象,综合运用最小相对信息熵组合赋权法、多因素综合评价法、GIS空间分析技术等方法对2000—2014年河南省18个地级市产业转移承接力的时空格局进行分析。结果表明:(1)时间上,2000—2014年河南承接产业转移的能力不断增强,其中豫北地区的产业吸引能力受货运量与对外联系强度的影响提升明显并超越豫南地区;豫南的支撑力随着时间的变化也得到一定程度的提升,但受互联网信息技术与科技创新能力的影响,鉴别力和发展力仍较为薄弱;随着互联网的迅速普及,豫东地区处理综合信息的能力逐渐增强,使得其产业鉴别力提升较大,但产业吸引力和发展力有待改善;豫中和豫西的产业发展能力一直较强,处于领先地位,是其承接产业转移的主导力量。(2)空间上,河南省产业转移承接力总体上呈现出中间高,南北低的分布格局,形成以中原城市群为核心增长极的中心—外围模式;新乡、焦作、开封、三门峡、周口5市的承接能力显著增强,而豫南地区承接力逐渐减弱。最后,有针对性地从基础设施建设、产业结构、经济开放程度、自主创新能力和城镇化建设等五个方面给出了提高河南省承接产业转移能力的建议措施。
This paper takes Henan Province as the research object, which is the typical area of central region in undertaking industrial transfer, and uses comprehensively the methods of minimum relative information entropy combination weighting, multi-factor comprehensive evaluation and GIS spatial analysis technology to analyze the spatial and temporal pattern of the capacity to undertake industrial transfer, including the eighteen prefecture-level city in Henan Province from 2000 to 2014. The results show that： 1）From the time dimension of view, the carrying capacity of industrial transfer in Henan Province enhances continuously, the industry attraction capacity in the northern part of Henan get improved significantly by intensity of transportation and external relations and surpassed the southern part of Henan. The industry supporting capacity in the southern part of Henan has also been improved to some extent with the change of time, but because of the impact of the Internet information technology and innovation ability, the industry discrimination capacity and the industry development capacity is still relatively weak. With the rapid popularization of the Internet, the ability of comprehensive information processing of the eastern part of Henan gradually increased, and the industry discrimination capacity in the eastern part of Henan get improved significantly, but the industry attraction capacity and the industry development capacity needs to be improved. The industry development capacity in the central and western part of Henan has been strong and take the leading position, and become the dominant force to undertake industrial transfer. 2）From the spatial dimension, the layout of the carrying capacity of industrial transfer in Henan Provincegenerally appears high in the middle and low North-South, and formed the core-periphery pattern which takes the Central Plain Urban Agglomeration as the core growth pole; The carrying capacity of five cities of Xinxiang, Jiaozuo, Kaifeng, Sanmenxia and Zhoukou increased significantly, while the carrying capacity of the south area of Henan Province was weakened gradually. Based on relevant research conclusions, this article gives some suggestions to improve the industry capacity of the Henan province from five aspects, including the construction of infrastructure, the structure of industrial, the degree of economic opennss, the capability of independent innovation and the urbanization.
