摘要
传统科层式的社区治理和公共服务供给模式已经难以满足当前日益多元化、复杂化的社区服务需求,进行社区治理和服务的供给侧结构性改革势在必行。"三社联动"模式巩固了社区治理的多元参与形式,借助协作机制、协调机制、合作机制,推动了社区治理从一元化的"科层制"向网络化的"异层级制"转变,丰富了社区服务的供给渠道。同时,社区治理经历着从传统科层制模式到当下"一核多元"模式再到未来网络化治理模式的转变。而在网络化的转型过程中,"三社联动"还需克服多重复合效应产生的问题,优化联动路径,从而确保社区服务的有效供给,推动社区治理的现代化。
Traditional bureaucratic community governance and public service supply models have been difficult to meet the increasingly diverse community service needs,so it is imperative to carry out supply-side structural reforms of community governance and services.Three clubs linked model strengthens the pluralistic forms of community governance,promoting the community governance from bureaucracy to heterarchy and enriching the supply of community services channels by collaboration mechanism,coordination mechanism and cooperation mechanism.At the same time,community governance has undergone a change from the traditional bureaucratic model to the current one core and multiple elements model and then to the future networked governance model.And in the process of networked transformation,in order to ensure the effective supply of community services and promote the modernization of community governance,three clubs linked model needs to overcome the problems caused by multiple compound effect and optimize the linkage path.
