摘要
以核心素养理念要求为导向,以全国学生体质健康上报数据为依据,审视我国《国家学生体质健康标准》存在的问题,认为《国家学生体质健康标准》存在着测试项目不能体现核心素养的全面性,成绩评价不能体现核心素养的过程性,免测制度不能体现核心素养的全体性,学校测试及成绩上报的观念不能体现核心素养的主动性;理想与现实的偏差,主体与客体的错位,素质与素养的差异是导致上述问题的主要原因;依据核心素养理念要求和实地调研,提出《国家学生体质健康标准》未来发展策略:实现测试体系与核心素养接轨,观念意识与核心素养接轨,评价方式与核心素养培养接轨;加强师资培训,同时《国家学生体质健康标准》发展策略不应是"单兵突进"式的修订或调整,而是组成环形链条的聚合效应。
Based on the requirements of key competences and the national students, physical health test organized by the Ministry of Education, this paper expatiated on the problems and put forth countermeasures. At present, the test could not reflect the integrity of the key competences. The evaluation coul not reflect the process of key competences. The no-test system could not reflect the overall quality of key competences. The testing and index reporting could not reflect the initiative of key competences. The ideal and the reality could not match. The relationship between the subject and the ob-ject, the quality and the competence were not well dealt with In the future, the test system, the ideas,and the evaluation should match with the key competences. The teacher training should be strengthened.
