摘要
目的:探索建设以临床指标为导向的眼科临床医师绩效考核评价体系。方法:在参照美国医保管理中心基于资源的相对价值系数(Resourse Based Relative Value Scale,RBRVS),在初步建立本土化的眼科手术RBRVS的基础上,通过设计开发绩效考核信息系统,探索建设以临床指标为导向的眼科临床医师绩效考核评价体系。结果:建立了与工作数量、工作质量、科室综合管理、科研教学等指标挂钩,与医疗收入、处方、检查单等指标脱钩的绩效工资分配制度,并制定了岗位管理制度和岗位薪酬管理制度。结论:本研究初步建立了基于RBRVS的眼科临床医师绩效考核信息系统,为建立科学、高效、便捷的人员管理和绩效评价系统提供参考。
Objective: To explore the construction of performance appraisal evaluation system of ophthalmic clinical physicians which guided by clinical indicators.Method: Based on the reference of resourse based relative value scale ( RBRVS ) and the initial localization of RBRVS of ophthalmic surgery, we designed and exploited an information system of performance appraisal to explore the construction of performance appraisal evaluation system of ophthalmic clinical physicians which guided by clinical indicators.Result: On the one hand, we established a performance salary distribution system which was according to the workload, the quality of work, the integration management, scientific research and teaching, and unhooked connections with the medical income, prescriptions and medical tests.On the other hand, we made the job management system and pay system based on position performance evaluation.Conclusion: In this study, we preliminary established an information system for performance appraisal of ophthalmic clinical physicians based on the RBRVS which provided the reference for establishing of a scientific, efficient and convenient personnel management and performance appraisal evaluation system.
