摘要
能源消耗总量增长过快、单位产值能耗过高、能源对外依赖度过高、能源消费结构失衡、能源产业产能过剩是我国能源利用及产业发展的普遍问题。供给侧结构性改革要求构建节能环保的新型产业发展体系、改善现有能源消费总体结构、化解传统能源产业产能过剩。供给侧结构性改革背景下,新能源发展价格策略的制定要建立复合式能源定价机制、合理发挥行政干预在能源定价中的作用、加强新能源产业价格保护和加大新能源价格补贴力度。
Large total energy consumption, high per unit of energy output, high dependence of energy import, imbalance of energy structure, overcapacity, those problems are widespread in energy industry of our country. The supply side structural reform requires us to establish energy-saving and environmental friendly new industrial development system, improve the present energy consumption structure and reduce the overcapacity. Under the supply side structural reform, the establishment of new energy price strategy should follow the principle of multiple energy pricing mechanism, giving full play of administrative government in price strategy, enforcing the price protection and increase price subsidies in new energy.
