摘要
建立各级各类教育和培训之间衔接和沟通的终身教育资历框架,已成为全球终身教育发展的重心,也是我国面临的一项重大教育改革。本文旨在通过对国内外资历框架级别和标准的比较,探讨建立我国国家层面资历框架的级别和标准。研究样本包括欧盟资历框架和东盟资历参照框架、国内国家开放大学资历框架和广东资历框架。研究内容包括资历级别的比较、资历标准的维度比较,以及资历各级别的标准比较。研究发现,不同国家或地方的资历级别设置和术语表达具有本土化特征,但在资历标准方面都与欧盟资历框架对接。基于研究结果,作者提出,在制定我国国家资历框架的级别和标准时,一要根据我国教育和培训体系设置国家资历级别,为我国地方资历框架提供参照,实现所有地方资历框架级别的对接;二要基于国际通用的资历框架的级别标准,建立与国际对等的资历标准。作者希望本研究能有助于我国建立与国际对接和国内统整的国家层面资历级别和标准。
The establishment of qualifications framework in lifelong education that connects all levels of educa- tion and training has become the focus of global lifelong education development and is also an urgent and important education reform in China. The purpose of this paper was to explore the establishment of the levels and criteria of China's National Qualifications Framework (NQF) through the comparative analysis of the levels and criteria of domestic and foreign qualifications frameworks. The samples of the research included European Qualifications Framework and ASEAN Qualifications Reference Framework from overseas, and OUC ( Open University of China) Qualifications Framework and Guangdong Qualifications Framework in China. The topics of this study consisted of a comparison of qualifications levels, domains of qualifications criteria and level descriptors. The study found that the setting of qualifications levels and terminology expression in different countries or places are localized, but they are in line with Euro- pean Qualifications Framework in terms of qualifications standards. According to the research results, the authors sug- gests that, in the construction of the National Qualifications Framework (NQF) in China, one goal is to set the qual- ifications reference levels according to our country's education and training system, so as to form a reference system for local qualifications framework and achieve the connection among all local qualifications framework levels. The second objective is, based on the common standards of international universal qualifications framework, to establish qualifica- tions criteria of international equivalence. The authors hope that this study can be applied as a reference for the estab- lishment of national levels and criteria of qualifications that are both in line with international standards and integrating domestic frameworks.
