摘要
本文针对近年来我国出口食品安全重大事件的一再发生,提出利用采信第三方监管模式可有效地监管出口食品企业,减少甚至避免食品安全事件的再次发生,保证食品交易过程中的公平、公正,避免纠纷和欺诈,以确保食品安全。研究结果显示:在出口食品安全监管中引入采信第三方模式可行且成效显著,不仅拓宽了政府监管出口食品的宽度,且政府对食品安全的监管能力和领域也变得更加宽广。研究结论:在食品安全监管中引入采信第三方模式很有必要且意义重大,但该模式的有效运用需要政府在制度上给予保障,并实行有效的培育、管理和引导。政府和第三方的通力合作可有效地解决出口食品的安全问题。
As to China export food safety events happened again and again for recent years,this paper puts forward admitted third party supervision mode which could effectively regulate export food enterprises,reduce or avoid the food safety events from happening again,ensure fairness and justice in the process of food trade,avoid disputes and fraud. The results show that introduction of admitted third party mode are feasible and effective in the export food safety regulation. Not only broaden the width of the government regulation to export food,but enhance the government＇s regulation ability and broaden the territory of food safety. The conclusions showe that introduction of admitted third party mode were necessary and important in the food safety regulation. However,the effective implementation of the model requires the government to guarantee the mode,and implement effective cultivation,management and guidance. Only by cooperation between the government and the third party cooperation,could we solve the problem of export food safety.
