摘要
为了加强环境保护的整体性和协调性,建立区域间生态补偿横向转移支付以促进环保合作成为国内外研究的热点。如何在晋升竞争锦标赛背景下建立区域间的环保合作是一个亟待解决的社会问题。文章基于晋升竞争的视角,利用博弈论方法对跨区域环保合作和生态补偿进行分析,发现在地区之间政绩存在较大差距而某地确定可以赢得晋升、上级政府的直接行政命令和提高环境质量在政绩考核中的权重这三种情况下,地区之间会建立委托代理关系进行生态补偿的横向转移支付,并利用我国的部分生态补偿案例对模型进行验证。在此基础上,提出在晋升锦标赛体制下区域加强环保合作的建议与对策。
In order to strengthen the integrity and coordination of environmental protection, how to establish environmental protection cooperation among regions through horizontal transfer of ecological compensation payment has become a hot research issue and an urgent social problem. This paper, from the perspective of the promotion of competition between regions, analyzes environmental protection cooperation and ecological compensation based on the game theory, and finds out three situations in which the horizontal transfer payment of ecological compensation is established between the regions, and the model is verified by some ecological compensation cases in China. These situations are a big gap between regions for the performance due to someone determines to win promotion, direct administrative orders from governments at higher levels, and the weight of improving environmental quality in the performance evaluation. On the basis of the study, the paper puts forward suggestions and of strengthening regional environmental protection cooperation in the context of promotion tournament.
