摘要
随着沿海经济发展和城市扩张,大规模围垦滩涂活动已对滨海湿地和海洋环境造成了很大损害,迫切需要开展规划层面的环境影响评价工作。目前,国内在滩涂湿地开发方面的规划环境影响评价研究尚在起步阶段,还未建立起具体的评价指标体系。文章基于"压力-状态-响应"的评价模型,从海洋环境、湿地生态系统、旅游开发可行性3方面,设立12个环境主题,选取了55个评价指标,构建出基于旅游资源开发的沿海滩涂湿地规划环境影响评价指标体系,并结合广东银湖湾旅游概念性规划进行了实例探讨。
With the coastal economic development and expansion of the city, large-scale reclamation activities of tidal flats have been causing great damage to the coastal wetlands and marine environment. It is urgent to carry out SEA for plans. However, the study just begins in the field of SEA for tidal flats planning, and no indicator system has been established. Therefore, we use the PSR (Pressure-Status-Reponse) model to set up the SEA indicator system of tidal fiats planning used for tourism development from the three aspects of marine environment, wetlands ecosystem, and feasibility of tourism development. The indicator system includes 12 environmental themes and 55 indicators. Then we use the indicator system for case study.
