摘要
为客观掌握土地利用总体规划在东阳市的实施情况,落实动态规划,提高规划的科学性、可行性,从用地规模指标执行情况、用地结构和布局情况、节约集约用地情况和规划修改情况四个方面选取评价指标并建立指标评价体系,运用效用函数综合评价法计算东阳市土地利用总体规划实施情况的综合分值.结果表明:东阳市本轮规划实施情况较好,规划的多项控制性和预期性指标切实得到了落实,土地利用程度不断提高,用地结构和布局趋于优化,但仍有部分指标不能满足未来规划发展需求.通过总结东阳市本轮土地利用总体规划在实施中存在的问题,提出了相应的有利于未来发展的建议.
To objectively grasp the land use planning implementation of Dongyang City,and make the planning dynamical and improve the scientific and feasibility of the planning,we make a comprehensive evaluation index system by selecting the evaluation indicators from planning targets,land use structure,planning implementation management and intensive use of land. The comprehensive score of the land use planning implementation of Dongyang is calculated by using the method of Effective-Functions comprehensive evaluation.The results shows that the degree of land using and land use structure is improving with the multiple controlled indicators and the prospective indicators are being implemented.Although some indicators can not satisfy the future development trends,the land use planning implementation of Dongyang is generally good.We summarized the existing problems in planning implementation and put forward some relevant suggestions which support the future development trends.
