摘要
为及时发现土地利用总体规划实施中存在的问题,从而使土地利用总体规划更好的服务于经济社会发展,采用资料分析和比较的方法,分析了《无锡市土地利用总体规划(2006—2020年)》实施以来土地利用变化的特点,从规划主要指标实施、用地结构与布局、规划实施管理和用地节约集约程度等4个方面构建评估指标体系进行综合评估。结果表明:无锡市土地利用总体规划总体实施情况较好,规划的权威性和严肃性得到了维护,但是城乡建设用地规模等部分规划指标未能得到落实,部分新增用地布局不尽合理,同时规划的未来适应性需要进一步加强。根据结果提出了及时启动规划修改、加强规划实施管理、严格耕地和基本农田保护以及开展城乡存量建设用地再开发等对策建议。
To find out problems in the implementation of general land use planning and make the planning toserve the society and economics better, land use change characteristics were analyzed after the implementationof ＂Wuxi General Land Use Planning（2006—2020）＂ using data analysis and comparison method. Acomprehensive evaluation index system which composed of planning targets, land use structure, planningimplementation management and intensive use of land was built up. The results showed that the invalid controlof urban and rural construction land and unreasonable distribution of some new construction land were themajor problems in the implementation of general land use planning. Although the authority and seriousness ofthe planning have been preserved, future adaptation of the planning should be strengthened. Then we proposedsome suggestions and policies including revising the planning timely, strengthening the implementationmanagement, protecting the arable land and basic farmland area strictly and redeveloping inefficient land intowns.
